The upper eyelid skin can be removed. A lower blepharoplasty can be perform and skin can be removed, however if you have laxity of the lower eyelid, a lid tightening needs to be performed at the same time. This is best performed by an eye plastic surgeon.

I would get your thyroid status checked and then address the left upper eyelid with surgery. You should an oculoplastic surgeon for an evaluation.

It appears that you may have ptosis of the left upper eyelid. This can be easily repaired with surgery. Your eyes do not appear to be crosseyed and if they are, you would need to see an eye muscle specialist.
