3 weeks is a bit close together but not harmful. The hair growth cycle of the face is faster than of the legs. We normally try to space the treatments of the face by 4 weeks.

It is difficult to see in your picture. It is unclear if you have a burn or hyperpigmentation.  Did you blister? It is very important to see a skin care expert as soon as possible to evaluate. Treatment would be based on what actually happened.

Sculpting a fine line with laser hair removal can be a challenge.With a small spot size, you can control the area being treated fairly well. However, since not all hair follicles are in the growth phase where they are susceptible to treatment, the results initially look patchy. With multiple treatments, you may get the result you want.

My preference is to perform sclerotherapy of unwanted hand veins. It is effective and leaves no scars. It is possible that multiple treatments are needed, but most patients do great with just 1-3 treatments. No risk of a burn from a laser. No scars from a phlebectomy. 
38 years old female, bulgy veins on the back of my both hands. Options?

Sclerotherapy of the hand veins is a commonly performed procedure. It is the least invasive of those treatments that have been mentioned and can give permanent results. The risk of a blood clot is extremely low. A liquid sclerosant or foam sclerosant is injected with a tiny needle into the veins. It leaves no scars and is highly effective. Fillers are also an option as well as surgery.

Changes in skin pigment, either hypo or hyperpigmentation are not common permanent problems after laser hair removal. There are multiple treatment options to improve the sun damaged skin of the legs. IPL or alexandrite laser could work.
