By the pictures you provided I would say at the very least a small lift and nipple reduction. You would want the optimal position of your nipples in relation to where the implant sits.

The one photo you provided seems to show the implants very close in the midline and show too much implant above the areola. In my opinion, the implants are too large for you. However, you might be happy with that look.
Do you think they look natural?
Are they saline or silicone?
My recommendation would be aimed toward a smaller diameter implant.

In the photos you provided, it appears that the lower pole skin has stretched somewhat. This unfortunately can happen and the heavier the implant, the more likely it is to occur.
There also appears to be some asymmetry between the breasts as well as though one was affected more so.
A revision, possibly with a smaller implant might help.

Implant pocket revision seems likely to be necessary possibly decreasing the implant size as well.
I seriously doubt Kybella or liposuction would be of any benefit.
A biologic or absorbable mesh might be beneficial but might not be necessary.

This is a quick solution that usually lasts a year or more.

It is very hard to tell from the photos provided. When you move from a larger implant to a smaller implant, often the pocket inside needs to be made smaller because if not the new smaller implant will have too much room. So, in answer to your question, yes an implant can shift.
