I would really counsel you to re-consider getting any surgery to change your iris color, especially if discussing implants. Risks are high and include loss of eye in addition to vision loss and inflammation.
Can you advise on under eye filler swelling 7 years later?

I’m so sorry you’re going through this. You need to see an oculoplastic surgeon ASAP. It is possible this is a delayed reaction to HA filler, also possible you received a non-HA filler but most concerning is the marked swelling and cellulitis you have and we have to rule out things like a nasolacrimal duct obstruction. Imaging like a CT scan should be considered that will be able to show foreign material as well as any orbital or lacrimal process going on. I hope you get better soon.
Prominent under eye veins – what treatment will get me effective results?

PRP/PRF, Microneedling will not help here, sorry you’ve been told otherwise! The best is a Yag Laser to close off these superficial veins, the blood will reroute to deeper veins. Usually one session will do the trick. Sclerotherapy also works. Best of luck! Sarah Avila MDOculofacial Surgeon
